Ambrosia pretty much never works for playable ghosts. You have to send them back to the Netherworld and they should come back eventually to haunt you if you leave their tombstone out somewhere. It usually takes a few days to have them haunt you. Then you can leave ambrosia out and they will eat it when they feel like it. Of course, they will run off the lot as soon as they eat it and then you have to call them. Don't bother inviting them over they say they will come then they change their minds. Invite them to a community lot. Interact with them until you get the invite over and go from there.
Please make sure you save your game before trying the return to netherworld option. Sometimes the game will warn you you will not be able to play this character again. In this case they will not return to haunt you. With the toddler ghost, I would wait until they were at least teenager if not young adult. I think teens can haunt you but I know children do not.
Another way to get them back to human form is to save them to your folder. You could then go to CAS and recreate the family including the toddler. This may not be an option you like if you don't want to start over. All the skills acquired will be gone. It would be like starting a new family but they won't be ghosts anymore.
