I can't remember off the top of my head right now. I want to say the LTW asks for 20.
All I know is that when I adopted a cat, the counter stayed the same after the cat was added to my testing household. I just assumed that the Animal Rescuer LTW only counted strays at that point.
If it is suppose to count adopted pets as well, I'll need a confirmation from another player before I test the scenario again and put it in my bug report.
