I'm doing this LTW and I have adopted 2/6 strays from the shelter, via the newspaper.

Yup I adopted several pets from the computer and it counted towards the lifetime wish. Maybe its actually a bug thats allowing us to get credit for it, rather than a bug for not counting towards it?

Zeekslider - if you have to adopt 20 animals, I think you're actually going for the Zoologist LTW, which requires small animals, like birds, lizards, turtles, snakes and rodents, rather than the cats, dogs and horses you can adopt.

But, if you get yourself a cat, and train it to hunt, it will bring the little critters to you! Just keep them in terrariums, until you reach your LTW.
