You're mostly OK downloading households that contain items from EPs you don't have. I don't know how it would work if you downloaded one of the Genies or Plumbots if you don't have those EPs though.

You can browse through mine, I labeled the ones that have CC, if it doesn't say "Has CC" then their CC free.
