Anyone else play with the Nraas Vector mod? + My experience

Have you tried starting outbreaks manually from City Hall? Perhaps you need more than one Patient Zero. If the Patient Zeros are by chance sims who never interact with anyone, or hardly anyone, the diseases won't naturally spread.
