The concept here is that most store sets are eligible for Complete Your Set, where you get credit for the total value of the items you own within a given set. To set the CYS price, the value of the items you own is subtracted from the current price of the set, and the result is multiplied by .9. (The multiplier becomes .8 if you own more than half the set.) But if you own items worth more than the cost of their set, the whole set is free; this applies even to Daily Deal prices. With the chicken coop, it costs more than the DD price of the Country Living set, so when the set was on the DD, you could buy it for free.
When a premium item is not on sale, either through the DD or in general, it's cheaper to buy the whole set, or buy other non-premium items on sale and then get the set, rather than paying full price for the premium content. As an example, I'm not sure whether Grandpa's Grove is eligible for CYS, but it's on sale for 475 points, making it a lot cheaper to buy the set itself rather than getting the tractor (733 points) and waiting for the set to be free on the DD.
There are a few other cases where you can buy a premium item on sale and then get its set for free:

The major one involves the basketball hoop. Buy it on sale for 130 points, then get the Level Up collection for free on the Daily Deal, then get the Man Cave Compilation for free as well.
