An Nvidia 1050 ti will run TS3 and all packs on the highest graphics settings, minus the two (water and high-detail lots) that should be turned down anyway so as not to overstress the game engine. This would be true even on the most powerful of cards. If you like using lots and lots of cc, or high poly items in particular, you may want a 1060 instead, but you wouldn't need more power than that. The new 1650 is a bit weaker than a 1060 3 GB, although which has better performance varies from game to game. (I haven't seen benchmarks for TS3, but I would guess that the advantages of the newer architecture in the 1650 are lost on a ten year old game.) So if you plan to play without much cc, a 1650 would work just fine as well.
You could spend a bit more, and get better performance on other games, with a 1660 ti or even a 2060. But neither card will make a difference to TS3, so the only question is whether you want that extra power for other purposes.
