I tried to set Troy out and he sat on the floor for a day. He just never changed into a live doll, he just stayed a toy.
For the skill boosting moodlet, you don't need any special skills. What you do is when you throw a protest, scroll through the options until you see the option that says Unskilled Sims. Throw a protest about Unskilled Sims and if successful, you get a moodlet that boosts skills for 2 sim days. Somehow the moodlet extends to the whole family, boosting every sim in the households skills during the duration of the moodlet.

Yep, only the four went to Riverview. Brittany's husbands, kids, grandkids and anybody descended from her move with her.
