Been kind of doddling around with my classic legacy challenge, getting bored, but not wanting to do he same thing again.
Really embodies the challenge staple of starting from nothing :)
You've put so much thought into how this can work; I'll be sure to post feedback from my play testing!!
@ReddRead42: I think City Hall is unlocked as a "Workplace" building with the political career - because the political career opens at 1000 population, and you need City Hall for that...
