I realise a gaming pc is cheaper compared to a laptop, but because I travel I'd rather have a laptop so that I can take it with me. Once the new school year starts, I'm planning to take it back and forth with me from uni to back home in the weekends and use it for my studies as well (bring it to lectures and such).

The 4GB of memory is related to RAM on the actual computer. Your graphics card has its own dedicated memory for the video-playback, although I'm not sure if that caps at a certain amount of GB as well.
Alright, that makes sense as to why you'd want a laptop then, portability is always good!
Yeah, the features on that computer are very strong, it would more than likely run Sims 3 beautifully.
Also, Sims 3 is glitchy no matter how incredible your computer is, so don't be discouraged if it lags or something :D
