@martinaaa998 The framerate is also known as the fps, as in, frames per second, the number of frames your graphics card produces every second. (A "frame" is a still image of the game, i.e. what you see on the screen.) Sims 3 can be easy enough for a mid-level graphics card to render that it produces hundreds of frames every second, overworking itself and possibly overheating in the process. When you cap the framerate at some number below the graphics card's maximum capability, it doesn't have to work as hard as it otherwise would.
The other factor is that a monitor or laptop screen can only display so many frames per second. So even if the GPU is creating hundreds of frames every second, the monitor might only display 60 or 144 of them. Limiting fps therefore doesn't change what you see on-screen, it just means your hardware doesn't have to work as hard to render the game.
Limiting fps is simple and can often be done through the built-in tools that come with your graphics card driver. This guide shows how to use the Nvidia Control Panel to enable vertical sync, which by definition locks framerates to the refresh rate of the monitor. Nvidia Inspector is one of several tools you could download if the Control Panel didn't work.

If you have trouble limiting fps, just come back and ask for help. And in case you were wondering, this would be necessary for any graphics card capable of running Sims 3 on high or ultra settings.
