Even if not, those are the usual recommendations for Sims 3. But Cities Skylines is more processor intensive and would benefit from a stronger CPU than TS3 would. In terms of laptop processors, that leaves the Intel i7-8750H and 9750H, and maybe the very new 4th-gen AMD H-series, if you can find a laptop that has one. Of course, if you don't need to play CS on ultra settings, you'd probably be fine with a slightly weaker CPU.
16 GB RAM would also be helpful if you plan on modding CS, or on running other apps alongside the game. It's very simple (and cheap) to add memory to a laptop though, so there's no harm in buying an 8 GB model and upgrading it later. It looks like CS doesn't really benefit from a high-end graphics card though; at most, it would only utilize an Nvidia 1660 of any flavor (or the older 1060).
If you'd like help finding something, just post your budget and anything else you'd like to do with this computer. It would also help to know the other "general Steam games" you'd like to play, in case some of them are more demanding than CS.
