That's strange, I was just about to post this exact thing when Google brought me here. I just reloaded an earlier save thinking the game had a one-off glitch, (possibly due to the fact I arrived in my personal fire engine), but having finally received another invite and arriving on time, the same error as the OP stated occurs. I actually have a person exit the building and start to walk towards me before stopping and vanishing. The first person was a woman, the second was a man, lol.
