It is a group rabbit hole. City hall, military base, and something else all in one. I thought that might be the issue, but wan't sure. I know hope isn't a course of action, but I'll hope that EA will fix this and make it work even on group rabbit holes. Until then, time to switch towns and see if it works on a single rabbit hole.
