When you tried removing the world that wasn't working but before attempting to Launcher install it again, did you also remove what should have been the resulting .world file from InstalledWorlds in your TS3 user game folder (in Documents)?
If that's no help then as a test pull your entire TS3 user game folder out to your Desktop (or rename it). A new one with no content added at all, no game saves, etc. will spawn to take its place on the next startup. All of your other content and saves will be safe back in the pulled out folder.
Can you install ST properly on the new game folder and then start up a new game there? If so, the fault would have to be with the older game folder itself or something within it rather than the world or its download.
