If you haven't tried this already, I would start by removing whatever CC you added last since it didn't start to do this until you put more CC in your Mods folder. It's possible that something in those files either didn't mesh well with what you already have or were not made correctly.
If you already did this, then it's possible that something has corrupted in your game files. I would rename your TS3 folder or remove it to somewhere safe and start the game to generate a new one.
