No, reinstalling is not likely to help. All that does is replace the program files, which do not change over time or with usage.
So you have identified that it's not the ongoing game that was at fault, but it's any game and any instance of world travel. The next step in troubleshooting would typically be to try again with all non-NRaas mods removed and the scriptcache cleared (deleted) again. But you only have one non-NRaas mod or are there others in play that you haven't told us about? Deep Conversations doesn't sound like it would be a very likely cause. There are others like MSC (More Sim in Clubs) that we know break the travel transitions.
Then the next step would be to pull your entire TS3 user game folder out of Documents and set it aside for safekeeping. On the next launch, a new no-content user game folder will spawn. Can you start up a test game on that one, with no mods or with the Framework reapplied and just your NRaas mods in play, and then travel from one world to another at all? Your content and previously saved games won't be there, but will all be safe in the pulled out folder for adding back in later if we can get this fixed first.
