I've discovered that it's only vampire sims I'm having this issue with. I turned my girl into a human again, and within two hours she discovered a potion. I had a vampire sim work on it all night and into half the day with nothing happening :/
I've decided to change the girl back into a vampire to see if she can discover more after she's changed, or if humans are really the only ones who can do it.
