In order to work in the chemistry set you need to have a high enough logic skill. Also make sure you have no mods that effect work cloths. Sims change into the Sci career work clothing when using the chemistry set. If you have lower logic skill, you have more time of it blowing up in your face. You need at least level 2 before you get the first formula. The first one is usually mood enhancer or the stink juice.
Edit: I almost forgot make sure MoveObjects cheat is off and nothing is hanging above the chemistry set, as there needs to be room on the desk for the beaker, if he can't put it down it won't never work. Also when you ask him to make potion there will be a progress bar let him finish before moving on to something else as each progress bar is a protention discovery of a potion. Also if another sim was working on a potion and quit and there is something left on the work bench like a mystrous flask only those with the proper level will be able to finish it. There should be scrap or finish depending on whether you can work on that potion.
