@AlHollandiyah I've seen people say you need a fire station so that the fire department comes during fires, but University town has no fire station, and the fire department showed up when I started the dorm on fire the other day, so I don't think you need one unless you want to play the Ambitions career.
Pretty sure Hospital and City Hall Rabbit Holes are the only two 'basics' that most people wouldn't want to live without and beyond that, just whatever lot types you want the town to have. It's really hard trying to get "all" of them into one world. (Just went through that myself last week)
