Complete list of Buildings / Rabbit Holes needed for a new town?

Is there a list somewhere of all the buildings and rabbit holes that you would need in the game to make a town fully functional? And not just for the base game but for all of the packs? For if I ever ...

So the city hall, the hospital (what happens if you don't have one?) how about schools and the likes? Where do sims work if you don't have any work related rabbit holes?
