My world changes are done without Ellacharmed's version of the world because I wanted everyone to be able to use it. So, mine doesn't have the CAW changes that would help with some of the routing problems... BUT, I went into every house to try and fix routing issues. Some fencing traps animals that spawn inside fencing. Some fencing traps people. (Have you had sims pop out of a car, bike, or bus and end up in that hedge in front of the science lab in Sunset Valley? THAT happens to me a lot! So, you have delete some fencing.)
Stairs at a park will trap puppies, kittens, and toddlers who can not go up and down stairs on their own. This keeps your system busy as the animal or toddler will continually try use stairs they can't. So, I delete troublesome stairs.
Sometimes, the bath is next to the toilet in a way the sim can't enter or exit. That causes the game to try over and over again for the sim to use the tub.
Arches are seen as front doors and keep visitors from getting to the actual front door. Sometimes the "front door" is actually around back or even inside the home.
There are places were sims want to put down a toddler (inside outer walls on the other side of the front door) and they just can't seem to manage it in limited space, so they complain over and over and over again. But, if you aren't playing that family and/or aren't watching those sims; you won't know what is causing your computer to hum and overheat.
I read lots of threads from various sites to find the trouble areas others reported. I consolidated my list of trouble triggers and applied them to each lot. So, I tried to make a routing-friendly town. I play tested each of the families for about a week each to test for issues.
The one thing that can cause a lot of problems is abandoned vehicles and taxis. So, taking out all the community parking spots means sims should keep their cars in their backpack or home lot. Giving every family their own car and boat means that taxis aren't needed.
There is a lot of, or a little, work you can do to any world to cut down on issues and make it play longer for you. Some worlds have a few key trouble issues like the relaxation center in Hidden Springs. Simply deleting the trouble lot and replacing it with one someone else already fixed is probably the easiest solution.
So, I made the world playable for me (using all my store content and EPs) and shared that save. Then I did it all over again using just the base game and the IP EP so that anyone else could just start with mine.
It's playable and set up mostly the way EA set it up, but I deleted lots of boats. You'll only play one family at a time, so you only need one houseboat for them. Making the other ports NO Visitors Allowed should keep most sims from going there and getting stuck.
I also moved all families out of their houseboats and moved them to land-based homes. Therefore, you won't have a lot of sims moving around from port to port, so you'll have less drag on your computer.
You can always move one of those families back into a houseboat if you want to play them, but I just don't recommend letting other non-played sims run around in houseboats. They will already run around in their speedboats everywhere.
