Usually that means the world was created before the other EPs were released, or that the creator just didn't have those EPs. The world won't be missing anything important or necessary, in fact it will probably have more EP content that your usual EA world. That's because Store worlds only have base game and content included with the world, and EP worlds only have that EP and base game content. CC worlds are the only ones you'll find with content from multiple packs.
The one thing to watch out for is whether the custom world requires an EP that you don't have. The game should replace those objects with something else if it can, but sometimes the worlds won't load at all. I started using Bellatrix before I had all the EPs it requires; I was missing Pets and Showtime. The world still loaded and runs fine, but I had to do some customization of almost every lot (missing a wall texture) and bulldoze some lots that required the Pets EP. Much later I picked up Pets and Showtime but I've spend so much time customizing my base Bellatrix save that I'm reluctant to start a new Bellatrix save. I probably should though, I think some of the Showtime architectural elements I'm missing would look really nice.
@ciane 's Isla Paradiso: I used her version in a game recently and it played quite well. I had a family of mermaids living on a houseboat and played 20 or so in-game weeks without any more lag than usual. I totally recommend ciane's version. I did get a few repeated stuck sims on certain lots (not a CAW issue), but finding them with NRaas Overwatch and correcting the issue wasn't difficult. I did copy many of the houseboats from EA's version to the bin and reused some of them in my game.
I would not recommend combining ellacharmed's version with ciane's save. I initially did that, but later found large tears in the landscape at a few lot edges. I think this was after I reset the entire world with NRass MasterController. To solve the issue I removed ellacharmed's version going back to EA's version, and the land tears disappeared. I suspect the game uses CAW information from the installed .world file along with the .nhd file in your save folder; that mismatch might have been the source of my issues.
The DD: I agree, getting the most out of the DD and cascades is awfully complicated. But year and a half ago I also splurged on $160 worth of simpoints and was determined to make them go as far as possible. I had 3 or 5 spreadsheets listing what I wanted, what set it belonged to, when that set was coming up on the DD, etc. Took me about 6 months or so to get everything I wanted, then another 3 months to finish up using my simpoints on other sets I could easily afford. I hope I'll use all that content at least once, lol.
