I found these, they aren't the exact same ones you are looking for but they are similar. I uploaded them if anyone wants them.

And although close, they are not the same ones. Unfortunately. The difference in the space between the top and bottom part show that it's not the same. (I know I'm being overly picky) Those do look really cute over that window ; )

I am about to make some other curtains shiftable. Hope I'm not too dense to follow some instructions I found on the internet. The ones seen here https://millascreativecornerblog.tumblr.com/post/166523594713/random-conversions-and-cc-edit-by-milla More of a valance then a curtain but they only go to like the bottom of the window.

The cafe curtain look could be achieved by using MOO and using more than one curtain on the window.

Here's the way I do it.
Open in S3PE - Click on "OBJD" then select "Grid" for data box. Open drop down on "Wall Placement Flags" check "CanBeMovedUpDownOnWall" (true) - "WallPlacementFlags" select true for "on wall" and "applyCutOutDiagonalShift" - Then in section "ObjectTypeFlags" select true for "AllowWallObjectOnGround".

Edit - I just used the only curtains I had that covered them, sorry it's not a good shot, but I do believe those are the ones you wanted.
