Default Skintone not applying?

I only just now realize that whenever i have default skintone replacement installed, all of sims in town is still using ea default skintone unless I open cas to each of these sims only then the default skintone is applied automatically and only in that sims, i made a habit of clearing cache everytime i open the game but it doesnt seems to fix the issue that im having.

This is typical, although I think the issue is supposed to go away after a few sim-days.  Have you tried running a MasterController town reset?  Since that rebuilds each sim from available data, it might make them use the default skin too.
