I'd say have one sim stay unemployed and be your diver until they befriend a mermaid/gain enough ltr points and obtain mermaid kelp. Then turn your sim into a mermaid (works best if your sims has level 9 scuba diving as it unlocks the wish to maximize diving skill) and then have your sim scuba dive daily for shells and underwater sea life. Don't forget to get your weekly treasure from chests (they respawn every week). While doing all of this, make sure you get Hobart's Hideaway at the very beginning. A 5 star Hobart's hideaway with two towers at maximum upgrade can yield $8000 a day.
