Wish I could help more definitively. I've never gotten Origin to honor the setting to put a copy of the setup files in a backed up place, it just seems to ignore me. If you have to reinstall the game on the same computer, that file may work to keep Origin out of the picture long enough to stay off of 1.69 but I wouldn't count on it. If you have to reinstall on a different computer, that probably won't work at all.
I believe the intent, for those who can get it to work, of the backed up setup files is to avoid having to download huge amounts of data all over again just to do an in-place reinstall, not to do an end-run around Origin. At the risk of giving you something unnecessary to do, you may want to seek out a disc copy of that one SP to complete your collection for future installs. Or play without it should such a day arrive. It's one of my favorite SPs but, at the end of the day, it's just an SP and not game-breaking (to me) if it were to go missing.
