That sounds a lot more complicated than it needed to be. You could probably tinker with this setup (and it would be a good idea to get a new resource.cfg regardless), but it's definitely simpler to rebuild your Mods folder from scratch. Here's how to recreate everything, but you can skip the redownloading of ET and OW if you want.
Both ErrorTrap and Overwatch should be single .package files sitting directly in Packages; there's no need to nest either one inside another folder. There should not be any .zip files anywhere inside your Mods folder either.
- Trash the old Mods folder
- Create a new Mods folder, and a Packages folder inside that
- Go here: https://www.nraas.net/community/How-To-Install, crtl-F and search for "resource.zip"; download the file and let it save to Downloads or wherever you want it (but not inside your Sims 3 folder)
- Right-click on resource.zip in your Downloads folder and select Extract (just use Windows's built-in tool)—you can choose to send it to Mods, or just extract in place and then drag and drop into Mods
- Download ErrorTrap and Overwatch, and be sure to get the version of ErrorTrap that corresponds to your type of install: 1.67/disc, 1.67/Steam, and 1.69/Origin each have their own versions
- Right-click on the ET and OW downloads, select Extract, send or drag and drop them into Mods\Packages
- Delete scriptCache.package from your Sims 3 folder
