You don't need a spawner on your lot for your cat to catch an Extraordinary critter. It's just a random chance of success of actually catching something other than leaves/feathers/skins/crisp bags of a random critter unless you assign the cat to search for a specific type of critter (bird/snake/turtle/beetle/pest). My cat sometimes does the "Stalk for Prey" indoors lol. And one of my cats caught the Rainbow beetle at skill level 2.
I don't think my pets have ever caught anything extraordinary apart from the rainbow beetle (have seen very rare turtles, snakes and pest but never EO) so if you want to speed up the wish just keep assigning it to hunt beetles.
