I'm surprised by this thread, this works fine for me. I've had this problem multiple times in Sims 2 (so much so that I actually stopped calling the firefighters) but never in Sims 3. If I manage to put out the fire before the firefighter arrives, they just tell me that I was lucky and that I better be more careful next time or something like that, and then they go away.
@ScottDemon The police always attacks the burglar in my game. When they win they arrest them, and when the burglar wins, they run away. And then the police officer says something infuriating like "better luck next time!" and every time I'm like "I'm sorry? How about you do a job you're actually good at!!" but in any case, yes, it works fine in my game.
And I don't have mods that would solve this issue. So, that's weird.
