There's a few things that can sometimes help with this one.
-- Keep all of the fire alarms at the station 100% maintained.
-- Instead of hitting the built-in response commands, try finding out where the fire is in Map View and kind of sneak up on it (go there or to a place just outside of it normally, then respond by clicking on the fire itself or something like that).
-- Sometimes inactive sims manage to put out their own small house fires all by themselves before your firefighter can even react. If you stay with the career and advance up the levels by keeping everything in the firehouse maintained, eventually you should get larger fires and other disasters to respond to that don't disappear so quickly and for which the other sims in town really do need your help.
And some find that they just can't make that career work well for them because of things like this.
