3- A full clean folder test is accomplished by pulling out the game folder and letting a new one spawn in its place (then redo the framework and put your NRaas mods back in place being sure not to include crash-inducing combos like MC Progression without the SP mod or the Cupcake md without the store bakery set present). Not by moving your CC out of an existing one. Sometimes it's difficult to tell whether it's the content or something about the folder itself that is causing issues like these.
Done that once before...so I know that was what you were referring to and that's what I was planning to do...yanking the game folder out and letting TS3 spawn a new one. I was hoping to not have to go down that route...but oh well... in for a penny; in for a pound. Don't have the Cupcake mod, or store bakery.
Actually maybe I should just wait until I get my desktop back (I'm going to have to reinstall TS3 on the desktop anyways) - desktop is being worked on at LD as I'm writing this - and start throwing my CC back in bit by bit into THAT computer. Might save me having to do this twice. :(
I'll check what my RAM usage is by booting it up again...as is with Task Manager minimized. (will edit this post later).

2 - That isn't what I meant and it sounds more like CPU usage. You have 8 GB of RAM, the game cannot possibly be using 100% of it.
What I would want to know would be, in an absolute amount, how many GB of RAM the game is using at startup and after the game clock starts moving. You may need a new column to be showing on Task Manager if you are not already seeing this. As you know, the danger zone is somewhere above 3.5 GB.
Quick question, would the RAM fall under the Memory column in Task Manager?

At Initial Origin Screen - 40% Memory and 0% GPU usage
At Initial Game Loading Screen - 45% Memory and 0% GPU usage
At Main Menu Screen - 46% Memory and 100% GPU usage
At Game Load-Up - 48% and 99% GPU usage
At Game Clock Running - 54% Memory and 100% GPU usage.
I'll get back to you on the actual MB/GB usage meters later...as soon as I manage to convert the task manager's readout to MB/GB. Just found it and switched it over. Going back in to check on the amounts.
