The Neighborhood Adoption Pet Center scenario? Although it was mentioned, that's not what this thread from nine years ago was entirely about. It is possible to adopt a pet from a friend or give them one of yours if the two sims' relationships are strong enough without that scenario running.
But yes, that scenario is often game-breaking, it never was realistic, and these are the reasons why for those not averse to using mods NRaas Overwatch includes an option to shut it down and NRaas StoryProgression always disallows it from happening with no options changes required.
