Well there are height sliders so in theory you can make your sim the highest and all the other sims around him the shortest the slider can get.
What proportions are we talking about?
Also there are some EP items that are like miniatures of existing buildings in the sims - like the train toy in Supernatural, the architecture decor objects from Ambitions (possibly hidden objects but there is a cheat for that).
