Thumbnails is safe to delete. :) The game will just regenerate the thumbnails the next time you play. It takes a moment for the game to regenerate them, but it only has to do it once.
Options.ini has all of your graphic/sound settings and other various settings in it. If it gets deleted, the game will just create a new one with all of the game's default settings. It's a pretty small file, so I'd recommend keeping it just so you don't have to adjust everything again, but it's also disposable in case you don't want to back it up.
Sims3Logs.xml, Sims3LauncherLogFile.log, and pretty much anything with the word "log" in it are all disposable. The game doesn't necessarily use these files, it just generates them for your reference. They generally contain information that you can share with EA technical support when you encounter errors and bugs, and that sort of thing. But they're definitely not necessary to run the game, and will just reappear if deleted.
Version.tag is a tiny file that says what version of the game you're playing. I'm not sure if any part of the game actually uses that file for anything, but if it gets deleted, it just reappears.
FeaturedItems contains thumbnails for the Store items advertised on the launcher. You can delete these and they'll reappear the next time you open the launcher.
As for WorldPresets, I'm not 100% sure what it is, so I didn't include it in my post. I personally delete it and it just regenerates exactly as it was -- but then, I don't really visit other worlds in my game, so I can't say for certain whether other players need it or not. I'm also not sure what tslus.bin is as I don't have that file/folder on my computer, so I can't so for certain about that one either.
