I'm posting to this thread also.
My fountain works just fine, or at least the water does. My Sim's wish wasn't granted, though before I filmed the interaction I tested it without saving and my Sim rolled the Childish trait which I understand is a potential side-effect from wishing on the fountain. In this video, however, my Sim did not roll the trait.
