Edit: Instead of just clearing the cookies on IE, try resetting it.
IE-> Tools->Internet options->Advanced tab-> Reset
The launcher will always use IE even if you don't.And sometimes clearing the cookies isn't enough.
Edit: Also try restarting your computer/laptop
Edit: And you did make sure to clear IE's cache, not Edge right? two different things there.
I've been having the same problem since I uninstalled and re-installed all of my Sims 3 content and I cleared up the IE cookies but, yes, maybe this wasn't enough. Thanks for these steps, let's hope the problem doesn't persist.
