Help! Roommates are becoming part of my active household

I sent one of my Sims off to University, and when she arrived everything was fine. A few minutes later her roommates appeared and started to become part of the active household. Roommates are meant to...

I know this post is very old, but I recently came into this problem. I don't have any mods or anything.
The fixed for me was go into 'Edit Town', then click on the household and make sure it's under "Residential Lot - Regular" and not under "Residental Lot - Apartment."
