How do I add and control more than 8 Sims?

I need to control up to 16 Sims at a time

@king_of_simcity7 @igazor - The somewhat wonky and wobbly "Neighbourhood Pet Adoption Center" manages to both lift the limit of 10 and add another icon on the portrait panel to the left, without any help from mods. I have no idea how or why, it just does whenever it feels like it. See below for proof:
