I'm with @igazor . Depending on the sim and my mood, I'll have just a cake with the family or throw a big party at a venue. Toddlers and Babies are usually aged up with just a cake.
Sometimes, I throw parties when sims achieve some career tracks, an extra prom night or just to have the relatives around. I found that parties are a great way to maintain a great number of sims's relationships at once.
