How does the Sims 3 game determine whose surname will be changed/kept during a wedding?

I don't know the answer here as I use NRAAS story progression and I can preset who gets which name. But I recently noticed that with the slow dance the sim who asks the other sim to slow dance will be the sim who dances as the female.
