I always try to give them a washer and dryer for their homes when I use cheats to give them more money when I start a new save. If I decide to play without cheats, then they don't get any washers or dryers until they get enough money to buy a washer and a clothesline for outside. But until they get enough money, then I don't even worry about sending them off to the laundromat.
I once did build my own laundromat in Hidden Springs on the same lot as a gas station. The gas station was just for show only but I think it turned out good in my opinion... :)
