You have a different (easy to fix) issue, then. By default, the population cap SP sets for every world is 150 (only residents count, not the others). You are over that cap at 151. That means there will be no more inactives getting pregnant, adopting, or immigrating in until the cap is raised, removed, or resident sims start leaving the world (dying). Of course SP won't complain that it can't find sims to impregnate if it's not allowed to do that in the first place.
The cap does not affect user-directed actions like Try for Baby or Edit Town or mod commands to add new sims, and being over it does not cause sims to leave town as is the case with EA's story progression. But there won't be any more young ones for a while unless a whole bunch of Elders are about to pass away.
