To get past the restriction on household size,
NRaas > MC > Settings > Allow More then Eight
The only (somewhat) goofy thing is that sims who are Add Sim'ed to a community lot so that it acts as their home will actually own it. Kind of silly for a runaway to "own" the playground or beach for example, if that's where we are having them stay, but it doesn't cause any real problems that can't be worked around. For actively played sims though, there is the lack of a mailbox to consider. :)
