I had collected a large number of items on my sims lot in my affected game. I tried selling most everything I wasn't using but that didn't really help much. Later I bulldozed all the lots I had added and really wasn't using, and that may have helped a little. The last thing I tried was moving the household and all extended family to a new town with Traveler (there's a way to travel to any world and then set that world as the new homeworld). That was a very long and involved project and really didn't help much with the error code 12 issue - but I haven't tried traveling yet in that game. I think perhaps I should have moved just the household and left the rest of the clan (which was over 100 other sims) back in the original neighborhood. The last idea I had (which I haven't done yet) is to move the household to a new neighborhood the EA way, and lose the family tree, relationships, and current wants. I don't really want to do that, so I'm thinking of just abandoning the family and starting a new one.
