Everything you desire to do in your game is 100% possible with Twallan's mods. Specifically at minimum
Master Controller - has all the cheats and other features to tweak and debug your game
Overwatch - eliminates lag/hangs freezing in game from missing toddlers/sims, junk cars not being removed daily etc
SP - superior to EA's SP and must have if you don't want ghost towns after 2+ sim generations. Or have the game commit infanticide on your babies, toddlers and children

For 100% weather control:
Tempest - lets you control the weather in any EA or custom world. So you can make it snow 365 sim days each year if you wanted in Al Simhara

sorry it took me so long to reply to you. Just head over to Twallans site at nraas.wikispaces.com and register your free account. Then setup your mods folder and download the mods you want from that point.

The community members at this site are simmers who frequent other sims forums like MTS etc. and so are very friendly and extremely helpful. You'll not only learn a LOT about modding (particularly if you receive wisdom from the Great One Igazor, who has taken up the TS3 banner to carry on Twallan's legacy) but you'll also make some really great friends as well.

Finally, the Nraas site is one of the few forums on the net where folks really care about each other IMO. So it really allows you to experience a genuine sense of community like the TS3 forums still do. So try to head over there at your next opportunity and have a happy simming holiday season! :)
