I always thought Bridgeport was based on Portland, because obviously the "port" part, and because it's sometimes called Bridgetown (It's got like 11 bridges.) Plus, if you look at the water towards the land, like away from the sea, it kind of looks like the Columbia river gorge, complete with Multnomah falls on the right.
You could be right. The falls do seem like a better fit for Portland. When I read that Bridgeport was loosely based on San Fran I thought "Oh Yeah" that fits - foggy, rainy, overcast weather. But that would probably fit for Portland also. I did think Bridgeport was a blend of San Fran (the high rise part) and Hollywood (the rich section across the bridge).
When I first saw the Twilight movie where Edward takes Bella up to the top of the tree I knew that shot was taken looking at the Columbia River Gorge. Although I have only driven through Portland on I 5 I have spent about a week in Kelso, Wa on the Cowlitz River and ridden in a small dinghy, with a motor in back, down to where that river empties into the Columbia.
