If you have Island Paradise and are familiar with how resorts work, here's an idea I got from a thread at Carl's Guide: take an existing EA lot (move to a larger sized lot grid if necessary) and convert it to a resort. Include the necessary amenities to ensure the resort can earn a 5 star rating. I'd include 2+ VIP rooms, a pool, wedding area, room for all 8 types of buffet tables, the pool bar, a snack bar/area, a hot tub, the firewalking pits, a resort rabbit hole, a check in area, etc. Try to keep the existing style of the original lot.
As for lots: I think you could make a decent resort out of the Store Casino lot. Angler’s Apartments from Barnacle Bay looks like a motel and could probably make a decent resort on a larger lot. Some of the larger residential homes might make an interesting 'convert to a resort' challenge. Maybe some of the larger homes in Monte Vista? Hidden Springs has a hangout (I think it's supposed to be a lodge) with a few bedrooms that might make a good starting point for a resort.
