What I sometimes do is what @igazor said, and the change is definitely permanent. If I remember correctly, even Body Sculptor didn't really solve my sim's weight problem, and if we're talking about taking a sim into CAS via testingcheatsenabled, that certainly didn't work. I'm sure saving to bin and adjusting in CAS would though.
