This laptop has much better hardware for Sims 3 than the previous one you mentioned. The Nvidia 1050 regular (not ti) may or may not quite maintain ultra settings, depending in part on your style of play, what world(s) your sims are in, and what you consider good framerates. But it should still run the entire game (all packs included) on at least a mix of high and ultra settings. The amount of VRAM isn't really relevant, as Sims 3 is programmed to use a max of 800 MB, but of course it's nice to have for other purposes, including maybe other games.
When you do get the laptop, be sure to manually cap the framerates. It shouldn't be too difficult; here's a good guide:
